Yes, the 16" Aluminum Liger Trailer Wheel # LH39FR is compatible with a 14 ply tire. Just be sure you don't exceed the 4,080 lb weight rating of this wheel though as different tires might have a different weight capacity but the same ply rating.
If you don't already have a tire I recommend the Westlake ST235/80R16 Radial Trailer Tire # WE76FR which is not only reliable but also has that 14 ply strength backed by the same 4,080 lb weight rating.
