Dumb question any reason Item # LP15SB can’t be mounted so license plate stands UP over the rear tail light instead of hanging below it? Is it illegal? Thnx

Yes, you can flip the orientation of the Trailer License Plate Mount Bracket, Heavy Duty Zinc Steel part # LP15SB so that the license plate sits above the tail lights and not below. That said, you'd be securing the plate using the lower set of holes with this method.
I don't believe this would violate any laws or regulations but I also can't inform of this for every state so you will need to check with local officials if you have concerns of legality.
