For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter for your 2001 Volkswagen New Beetle. Here are the parts I recommend for your vehicle because they are more cost-effective and easier to install:
Base Plate Kit - # 521225-1
Tow Bar - # e44ZR (includes safety cables)
Wiring - # TL21RK
Brake System - # HM39494
High-Low Adapter - See attached article (bar mount height should be 15" and some extensions # DM9523064 are needed for this)
The base plate is going to be the hardest thing to install for this setup. Aside from that everything else is only temporarily installed so you'll remove it when you aren't towing. This means the installation process is easier, more cost-effective, and can easily be transferred to another flat tow vehicle if the need ever arises.
