What is Included with Yakima Same Key System (SKS) Lock Cores

Question:
Does this SKS kit include the 3 keys pictured? I need to replace all cores and keys for a Yakima Skybox 16.

The Yakima SKS lock cores, # Y07202, includes the two lock cores, 2 regular keys that match the locks, and a change key to remove/install lock cores. I have included a link to a video that, in part, shows how it all works. The video is on a bike rack but the same process for installing the locks will apply to the cargo box.
