Would it fit my 2019 chevrolet Silverado with the 5 3/4 bed and the Tonneau cover?

According to Pace Edward's fitment spreadsheet the correct contractor rig for your 2019 Chevy Silverado 1500 5-3/4' bed is part # 311-CR3004. This rack is only designed to work with Pace Edwards retractable covers with explorer rails like the Pace Edwards UltraGroove Retractable Hard Tonneau Cover # 311-KRCA27A58 or Pace Edwards Full-Metal JackRabbit Hard Tonneau Cover w Explorer Rails # 311-FECA27A58.
If you have another tonneau cover you would need to swap it out for one of theirs in order to mount the rack. If you decide this isn't something you want to do then let me know what tonneau cover you have an I can look for compatible ladder rack options.
