Why do Hitch Cargo Carriers Have Ramp Only on Passenger Side

Hitch cargo carrier with a ramp - do any of your options have a ramp that can swap sides?

We only have cargo carriers that have ramps on the passenger side of the carrier like with the Curt # C18112. The reason for this is because if for some reason you had to pull over on the side of the road and also for some reason needed to unload the carrier the ramp would fold out to the side of the road that the shoulder would be on and not in traffic.
