Does this have any non abrasive brush cartridge? I have a powder coated lug nuts but its mildly rusting and didnt want to further scratch the paint on it.

All of the cartridges for the Counteract Stud Cleaning Tool for 1/2" Wheel Studs # CA97FR are going to use stainless steel bristles.
That being said, there is not going to be any non-abrasive cartridges that's going to work with the Counteract Stud Cleaning Tool # CA97FR.
What I suggest you use instead is try an use the Griot's Garage Bendable Wheel Cleaning Brush for Vehicles and RVs # 34915524 with the Griot's Garage Heavy Duty Wheel Cleaner for Vehicles and RVs # 34910973.
This brush has long nylon bristles that are non-abrasive, has a rubber coated stem and cap that won't scratch your vehicle's paint/finish, and is bendable, so it'll let you access hard-to-reach places like in-between your wheel spokes and/or around your brake calipers.
