Can the RV ceiling fan be mounted using a downrod to get the fan lower?

Unfortunately no, the 12V RV Ceiling Fan w/ Wall Switch # 344410TSDC36BNOKCY is installed using a hugger-style mount and would not allow for use of a down-rod. None of the 12v RV fans that we carry would allow for the use of a down-rod.
