Are both switches Supposed to be on in the Atwood RV the electrical and the gas

Yes, when using the water heater you would need to make sure both switches on the Double-Panel On/Off Switch for Dometic Gas / Electric Combination Water Heaters part # AT91230 are flipped to the on position shown as "I" on the switch. The left side controls the pilot light and the right side controls the gas.
