Good day. Is there a similar mat available for passenger vans with seat rails on the floor?

The only other option to cover the floor of your 2015 Chevy Express would be to use floor mats, like part # WTW25GR, but those are really a custom fit and wouldn't cover nearly as much as the # VTRG96.
That being said you could remove the seats and install the # VTRG96 by trimming out spaces for the rails and then reinstall the seats.
