If I were to purchase the set of clamps, would it come with an extra Hex T-Handle allen wrench??

The Rhino-Rack Custom DK Clamps and Pads # DK227 that you referenced does not come with a security Allen wrench security key in this kit. The # DK227 includes 4 clamps and 4 pads which are vehicle specific.
If you would like an additional security key use Rhino-Rack # SECKEY-L. This security key, (like the one that comes in your initial Rhino-Rack cross-bar kit), comes with a hole drilled into the center of the shaft to be used exclusively on the Rhino-Rack hardware. This key has a shaft of 165mm which is just shy of 6-1/2 inches.
(This key also comes in a short version which is 45mm which is just a little over 1-3/4 inches that would be way too short for the rack.)
