Is Smoke or Steam Normal on the Kat's Heaters Handi Heater

Question:
I keep the Kats heater on a condensation tray for our AC heat pumps to keep it from freezing. It was still freezing so I unplugged and removed the heater so I can break down the ice when I removed it it was smoking a little bit. Is this normal? From the water getting on the heater and is it safe to use?

Was it smoke or was it steam? Smoke would not be a good sign but if it was steam that was coming off of the Kat's Heaters # KH1155 that would be totally normal.
