Is Frame of Kwikee 26 Series Available by Itself

can I get just the steps. I dont need the control unit or the motor.

I checked directly with Lippert (see cut out below), and the frame by itself is not something they have available as a replacement for the 26 Series steps.
That said, if your control unit is fine, there is an option to get the steps without that, which will save you some money over completely replacing the whole unit. So what you can get is the following:
