Though The Stealth Hitches Hidden Rack Receiver # SH46FR is confirmed to fit your 2019 BMW X3 this hitch is only for hitch-mounted accessories only so you will not be able to attach safety cables. You will need The Stealth Hitches Hidden Trailer Hitch Receiver w/ Towing Kit # SH62VR.
The Stealth Hitch # SH62VR have the safety chain loops that let you attach your trailer's safety chains. This hitch has a maximum gross trailer weight up to 6,000 pounds and has a maximum tongue weight up to 600 pounds. I would recommend checking your vehicle's manual to find the proper towing capacity of your X3. The trailer hitch also comes the trailer wiring.
