I know this locks my trailer wheel but can it be used like a chock as well?

While the Trimax Heavy Duty Adjustable Wheel Lock with Padlock # TMX42ZR will help prevent theft and likely keep your trailer from moving too much, this shouldn't be relied upon as a chock - for that you'd want something like the Trimax Wheel Chock and Locks # TMX85FR instead.
If you like the heavy duty lock or you need it for the 10" - 18" wheel fitment spec then I also recommend picking up some chocks like the simple etrailer Wheel Chocks # 288-02011-2 or something a little fancier like the Super Grip Chock XL Wheel Stabilizers for Tandem-Axle Trailers # UF21-001095.
