The info says that the wire expands to over 8 feet. Is that stretching the coils to the maximum or while coiled?

The RoadMaster 4-Wire Flexo-Coil Cord # RM-1064-B can be stretched out to 8 feet as a max length. It would not be 8 feet long when fully retracted.
