If your 2015 Chevy Camaro is a convertible you'll need the Curt # C11222 but if it's the Coupe you'll need the part # 24850 instead. These will fit if your Camaro does NOT have the Grounds Effects Package. I also looked up the owner's manual for a '15 Camaro and Chevy says not to tow with the ZL1 or Z/28. If you have either of those or the Ground Effects Package then you unfortunately won't be able to accomplish this goal with this specific vehicle but if none of these apply to you keep on reading!
The owner's manual said 1,000 lbs was the max weight a trailer can weigh which means tongue weight can't exceed 100 lbs. I'm pretty sure scooters and the powered wheelchairs exceed this alone so you'll need to transport them with a trailer. we already have the hitch figured out above so the next step is lighting and for that I recommend the ZCI # 119250KIT if you have LED taillights or the Curt # C56197 if you don't have LED taillights. The Curt is a plug-in style while the ZCI does a better job at protecting your OEM wiring over a splice-in kit.
To round out your towing kit you need a ball mount as well and for that I recommend checking out the Euro Style Drawbar with 1-7/8" Ball # C45591 which can be secured to the hitch with the pin and clip kit # F-4.
Attached are a few videos for you to reference. Camaros aren't really designed to do any kind of cargo transport so the best thing would be to use a different vehicle in all honesty.
