To use the Rhino-Rack Universal Pioneer Platform Rack over the top of a Retrax Pro Tonneau Cover you will need the 71" Rhino-Rack Vortex Crossbar System item # RRVA180B-RRRLT600 you referenced. I have a couple of options for Pioneer Platforms depending on what size you are looking for. I have listed them below. I would go for the largest option to maximize the available space.
Rhino-Rack Universal Pioneer Platform Rack for Crossbars - Aluminum - 48" Long x 38" # RR42114BF
Rhino-Rack Universal Pioneer Platform Rack for Crossbars - Aluminum - 58" Long x 47" Wide # RR42115BF
