No, the 40 lb per-bike capacity of the Kuat Transfer V2 Bike Rack for 3 Bikes # KU24FR means you have to stay at 40 lbs per bike. It does not have a 120 lb total weight capacity, only a per-bike capacity.
If you wanted to put two 60 lb bikes on a 3-bike rack, you would need the Saris MHS Modular Bike Rack for 3 Bikes # SAR35MR.
