What you are experiencing sounds like the Draw-Tite Activator 2 controller itself is faulty and I recommend upgrading it to a proportional controller like the Tekonsha Prodigy P2 Trailer Brake Controller # 90885. This will accept the same connector so there is no wiring needed for the new controller. And with being proportional you will not have to make adjustments like with a timed controller as it adjusts based on the inertia sensor. When you push the brake pedal on your 2008 Dodge Ram 2500 it is recognizing that you are pushing the brake pedal but is not giving you the same output as when you activate the controller manually. This is something wrong inside the controller and would not be fixed with wiring.
