Question:
Im trying to get an idea of how low in inches the reciever is to the ground when mounted in the high mounting position holes and do you have to cut the fascia for that position?

The alternative mounting pattern for front mount hitch # 65043 on the 2007 Ford F-150 will still only place the top of the receiver tube directly below the front bumper rather than an inch or so below it. If you park your truck on level ground then measure from the ground to the bottom of the bumper and subtract 2-1/2 to 3-1/2 inches those are the approximate locations of the bottom of the receiver on the hitch. I have included links to the installation details and a video showing a typical installation for you. You should not have to trim the fascia.
