We do have base plates for your 2009 Jeep Wrangler you can use for flat towing. I recommend going with the Roadmaster Direct-Connect # 1429-3 if you have the standard factory bumper because it looks clean and it's really easy to make your connections to your tow bar. If you don't have the standard factory bumper I've linked our selection of base plate kits for you to filter through.

For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
