The correct Brake Controller Wiring Adapter for your 1998 Expedition would be part # 3035-P.
If your Expedition has the factory equipped 7-way trailer connector as most do, once the controller is plugged into the connector located under the dash, typically next to the OBD connector, the controller should be fully operational and ready to go.
If your Expedition has the 4-pole connector, you can adapt the existing trailer connector with the # 37185 adapter. The adapter would plug into the existing 4-pole with 4 wires remaining. The white wire would be grounded to the vehicle frame, the purple wire which is typically used for reverse lights would tap into the reverse light circuit in the Expedition (if needed). The blue wire carries the brake output circuit and the black wire carries 12-volt accessory power. These two wires would connect to the blue and orange wire on the frame rail, as shown in figure 2 and 3 on the FAQ article I have linked you to.
If there is no trailer connector whatsoever, you would proceed just like mentioned above, but you would first install a 4-pole like part # 118344.
