Are the inside of the tire covers the felt like material that everything debris clings to?

The tire covers # 052963762402 are double-sided vinyl material. Debris will not cling to the insides of the covers. The vinyl also makes them easy to clean with mild soap and warm water. You can see the insides of the covers along with a typical installation in the video I have linked for you.
