Is there any reason this can’t be mounted to the rear of a travel trailer bumper?

The Offset Trailer Spare Tire Carrier by Dutton-Lainson # DL22120 can fit to your bumper if it is less than 3 inches wide and 5 inches tall.
If you need a different one I recommend the Brophy Rigid Mount Spare Tire Carrier # BR56VR. This model can hold any spare tire up to 17-1/2 inches and will mount to a bumper that is up to 4-1/2 inches.
