Hello, please confirm these foots are the version that have the base dipped in silicon rubber, and not the older version that uses the separate rubber sleeves that slide over the base. Thanks

Yes the Replacement Gutter Foot for Thule Gutter Feet # 753-0687 that you referenced does have the rubber on the bottom of it that was dipped and not a rubber sleeve.
