Do latches on both sides have to be pulled to open the lid?

No, the latches on the UWS Low Profile Truck Bed Toolbox # UWS07045 are connected with a cross bar so you will only have to pull one latch on either side to open the toolbox.
There is only one lock on the drivers side of the box so if that is locked you will have to unlock the box from the drivers side.
