Does the KH22200 battery heater wrap have any thermostatic control? If so, what are the thresholds for on/off

The Kat's Heaters Thermal Battery Wrap for Series 24, 24F, 27, 27F, 74 Batteries - 125V - 80 Watt # KH22200 is not thermostatically controlled so you would need to put it on a timer if you were wanting it to kick on/off automatically. The manufacturer recommends starting the heater 1-2 hours before you plan on cranking the engine. You can find an outlet timer at your local hardware store if you want to go that route.
