I have a great American-made solution for you. Unfortunately, the etrailer 4 Bike Rack for 2" Hitches # e98913 is manufactured in China. With that being said, the only 4-bike hanging style bike rack that is both made in the U.S.A. and compatible with your 2016 Jayco Jay Series Sport Camper is the Thule Range 4 Bike RV Rack - 2" Hitches # TH9057. With the Range 4, you will be able to load 4 bikes up to 37.5 pounds per-bike. Also, the rack comes with a one-key system cable lock and a SnugTite locking anti-rattle hitch pin to deter theft of your bikes as well as the rack. As far as construction, the Range 4 is made in such a way to withstand the extra force/torque that results when mounting on a hitch at the end of your camper. If you need a compatible hitch receiver on your camper, I recommend the Curt Adjustable Trailer Hitch Receiver - 18"-51" Wide # C13701. The Curt receiver will provide you with 500 pounds of available tongue weight. I recommend consulting with your owner's manual of your trailer to make sure that it can accommodate up to 500 pounds plus the 99 pounds of the hitch itself. Also, the hitch is assembled in the U.S.A.

Yakima racks are made in either Taiwan or China. The cargo boxes are made in the USA in Southern California.
All of the Thule 4 bike racks are made in the U.S.A., but there are no Thule 4-bike racks designed for campers that can withstand the extra torque.
