I have a solution for you. Technically, the TuXport Soft Tonneau Cover # TX281601 can hold up to 200 pounds of evenly distributed weight on the cover and will fit your 1999 GMC Sierra (8-ft. bed). However, there would be difficulty with securing the kayaks to your truck without a crossbar system.

With that being said, the safest way to transport your 2 kayaks would be a ladder rack system like the Adarac Custom Truck Bed Ladder Rack - Steel with Aluminum Crossbars # A70570. The Adarac Custom installs into your 1999 GMC Sierra's stake pockets so it will leave your bed rails open for the TruXport to install. In addition, the Adarac comes with a 500 pound maximum weight capacity.
