Question:
While installing this hitch on my 2012 Nissan Quest, the passenger side M12 bolts seem to be too large for the frame holes. Time after time, the bolts cant catch the treads and it seems like they are just too thick...

The hardware supplied with the Draw-Tite Hitch # 75714 for the 2012 Nissan Quest is specific to your vehicle. It may be that the threads in the weld nuts on the frame are dirty. It is not uncommon for road dirt to find its way into the threads and accumulate, making it difficult to get the bolts started.
You can try using a spray-on penetrating rust remover like WD40 and a brush such as part # DW00254 to clean out any debris from the threads, as shown in the linked installation video. After a thorough cleaning with the penetrating rust remover, clean the weld nuts with household detergent to remove the solvent and rinse clean with water. Please refer to the linked video showing this process.
You should then be able to complete the installation as per the manufacturer instructions which are attached for your reference.
