I assume this panel is attached to an awning rafter. Is the rafter included?

Yes, the Rain Blocker G2 Side Panel for Thule 10' HideAway Awning part # TH307293 does come with the rafter. I have attached a photo which shows everything included with the awning. It however is specific to Thule 10' Hideaway awnings.
