Question:
uHaul specifies that optimum ball hitch height should be 18 1/2-inches to 18 3/4-inches. When part #76227 is installed on my 21020 Subaru Outback, will an 2inch ball hitch mount match that recommendation height?

It sounds like the trailer you're towing from Uhaul has a coupler height of 18-1/2" to 18-3/4", which is likely what they're referring to when they're talking about optimal height. There are a lot of factors that affect the height of the hitch on your vehicle in relation to the ground but typically we've found that when the Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2" # 76227 sits 15-16" from the top of the receiver to the ground.
You'll want to measure once the hitch is installed, but assuming that it's the same on your 2010 Subaru Outback then you'll likely need a ball mount with around 3" rise on it like the Curt Ball Mount for 2" Hitches - 3" Rise, 4" Drop - 8,000 lbs - Aluminum # C84WR. This ball mount has a 1" diameter ball hole so you'll need a hitch ball with a 1" diameter shank like the 2" Hitch Ball - 1" Diameter x 2-1/4" Long Shank - Chrome - 8K # EH68C-C.
If you don't already have a locking hitch pin to secure the ball mount to the vehicle, I recommend using the etrailer Trailer Hitch Receiver Lock for 2" Hitches - Flush - 2-5/8" Span - Chrome # e98880.
I've linked some review and installation videos of these parts for you to check out. If you find that once the hitch is installed you need more rise out of your ball mount to keep the trailer level, let me know and I'm happy to help you locate the appropriately sized ball mount.
