I am looking for a pigtail for a Peterson 164R marker light that will pass-through to the next light

It looks like we do have the Right Angle 2-Wire Pigtail for Peterson Trailer Lights - 2-Prong PL-10 Plug - 6" Lead # B162-49 that will definitely fit your 164R lights. Unfortunately, Peterson does not offer a pigtail that has pass-through capabilities at this time.
However, what you may be able to is use something like the Quick Splices - Self-Stripping Connector - Closed Port - 14-16-18 Gauge - Blue - Qty 1 # SWC502905-1 to quickly and easily splice one black wire to the next.
