Hello I am after 12/ea. stop/turn lights for our flatbeds Lense is 4.187inch dia. Mounting dia. is 4.25 Depth is 1.75 3 prong Non LED There are no mounting holes on it so I am assuming there is a rubber seal that keeps it in the the hole in the trailer. DOT# is hard to make out......DOT IBP2PST 01

The closest lamp we offer to what you describe would be the Optronics # ST45RB. The lamp measures 4-1/4 inches in diameter at its largest, and the lamp installs into a 4-1/2 inch rough opening using the rubber grommet which is available separately as part # A45GB. If the 4.25 inch mounting diameter you refer to represents the diameter of the rough opening that the lamp installs in, this lamp will be a bit too large so you'd need to either enlarge the hole by 1/4 of an inch. The 3 pin plug is available separately as part # A45PB.
The DOT number you provides is unfortunately not a helpful number in terms of finding a replacement lamp, a DOT number means that the lamp complies with DOT standards. If there's a discernable number on the lamp housing itself, that would be the number you need.
