I currently have 5.30.12 tires can I use 5.70.8

You can switch to a smaller size wheel and tire as long as you do not have brakes that will interfere with the smaller wheel or a trailer with to much weight for the smaller tires.
The Kenda 5.70-8 Bias Trailer Tire with 8" White Wheel # AM30153 has a wheel with the 4 on 4" lug pattern. It is a Load Range D tire with a 910lb capacity. It is 5.8" wide and has an outer diameter of 18" which is roughly 1/4" narrower and 4" smaller than your current 5.30-12 # AM10064.
