i am wondering what the mfg recommended torque on the bolts should be?

Buyers Products does not have a torque spec for the nuts/bolts of the Buyers Products RV Universal Receiver Hitch # 3371804060. Your best option would be hand-tight with an appropriately sized wrench/socket.
