I once had a hitch installed by BMW for 2013 x5, the service tech said installation was so expensive because they had to reprogram the vehicle for towing? No reprogramming is needed for this hitch? Thanks for your input!

According to the linked installation instructions, no reprogramming is required to install the Draw-Tite Class III hitch, part # 76226. The hitch is a fit for all models of the 2021 BMW X3 xDrive 30i and M40i.
Sometimes, if a dealer installed trailer wiring harness is installed, the vehicle computer will need to be re-flashed, but the same isn't true for aftermarket trailer wiring which are designed to stand alone.
If you'll be towing with the hitch, you'll also need a trailer wiring harness, part # TK77FR, a ball mount like # D-28, a # PC3 hitch pin and # 19260 for a 1-7/8 or # 63845 for a 2 inch hitch ball.
