Hi I have a Ford Ranger double cap 2019 model. I need a ladder/lumber rack that is compatible with a mountain top bed system.

I have a solution for you. I did some research on the Mountain Top bed systems, and it looks like the system covers both the inside rails of the truck bed as well as the stake pockets. Unfortunately, all the ladder racks we carry require for one of those two options to be available for installation of our ladder racks.
With that being said, I recommend the Rhino-Rack T-Load # RTL002. The rise of the T-Load on the back hitch has an adjustable height of 42" - 64" inches. For securing your cargo on the Extend-A-Truck, I recommend the Erickson Re-Tractable Ratchet Straps w/ Push Button Releases - 1" x 6' - 500 lbs - Qty 4 # EM34420.
If you need a hitch receiver recommendation for your 2019 Ford Ranger, I recommend the etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" # e63ZR. The Draw-Tite hitch has a maximum gross trailer rate of 6,000 and a maximum tongue weight of 900 pounds. The hitch comes with all installation hardware required for a bolt-on installation.
