The short rack says it is 17 inches in height and the tall rack says it is 22 inches. Is this the height from the top of the base rail to the top of the crossbar?

The Thule TracRac UtilityRac Sliding Ladder Rack for Utility Vehicles # TH42102XT has a height of 22 inches measured to the top of the crossbars.

The correct TracRac SR ladder rack for a 2023 Ram 1500 5-1/2 ft bed without Rambox is the part #TH57RV which comes with a different rail set than the TH21501 so they would not work for you. The correct rails for you truck would be the part #TH24RV.
