My research tells me that the Mountain Top tonneau covers typically sit on top of the bed rails, in which case would interfere with any ladder rack including the Thule TracRac Sliding Ladder Rack # TH43002XT-782EX for your 2021 Silverado 1500 5-3/4' bed. If your specific cover happens to mount inside the bed rails then the Thule ladder rack may work, but we have not tested this so I can't say for sure if it will work or not.

A tonneau cover that would 100% work with the Thule TracRac ladder rack mentioned above is the BAK Revolver X2 Hard Tonneau Cover - Roll Up # BAK39130. This is a really nice roll-up cover that has a nice the durability of a hard cover and flexibility of a soft cover. This is a popular option for most ladder racks that install on the bed rails like the Thule TracRac. I attached a demonstration video for you.
