Is There a Hitch Cargo Carrier and Bike Rack that Can be Split Up

I own the gear cage 4 from lets go aero but am wondering if this bike rack can also be used without the gear cage?

Hollywood Racks has a bike rack and cargo carrier combo that can be used individually with the part # HR1450Z-85 but the # H01199 cannot be used in a hitch by itself.
