Can The Hollywood Racks SR1 Bike Rack Be Used While Flat-Towing?

I have a solution for you, but the Hollywood Racks SR1 2-Bike Carrier - Spare Tire Mount # HRSR1 is not designed to be used on vehicles that are being flat-towed. You could go with the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # S94FR which is rated for flat-towing; this is made for 2" receivers.
If you have a 1-1/4" receiver or just want the larger capacity for up to 5 bikes, then I would go with Yakima RidgeBack 5 Bike Rack - 1-1/4" and 2" Hitches # Y02459. This is also compatible with flat-towing. I attached a demonstration video for you to check out.
