i found the Thule 4 bike hanging rack that fits a 2" hitch that you recommended but need a 2 bike. I would prefer to buy Made in the USA only Thank you

For your 2-inch hitch on your 2021 Keystone Cougar Fifth Wheel, I recommend the Lets Go Aero V-Lectric FAT PRO for 2 Electric Bikes # LGA77FR. The fact that this bike is an electric bike rack will give you more heavy-duty support that you need to withstand all of the extra bumps and force that the bike rack will receive on the back of your travel trailer. It is compatible with regular bikes as well.
