You could weld the Paneloc Heavy Duty Spring Latch with Handle - 2 Hole - Zinc Plated Steel # F784-102Z into place or you can use a punch and remove the small pin that's holding the spring in place. This will allow you to slide out the pin and you can mount this with the existing mounting holes.
If you're using this mounted on something metal like a landscaping trailer, I do recommend welding this on since it's going to take quite a beating. If you're mounting it to a fiberglass or wooden door of some sort then you'll just need to source some 5/16" diameter mounting hardware locally.
