I need a 23inch hinge and cant find it anywhere. Can these be cut, or will that ruin the pin or whatever thereby making it useless?

Yes, the 2" Wide Continuous Aluminum Hinge # PLR846 can be cut down. I do recommend when cutting it to leave a little bit of the pin exposed on the end to be flattened. This will prevent the pin from trying to slide out of the hinge.
