I have a solution for you, but there are not any ladder racks for your 2013 Toyota Tacoma Double Cab with 6' bed that can be used with a toneau bed cover. If you would like to remove your tonneau cover then you could use T-Rac Pro2 Ladder Rack # TH37004XT. This is a really nice ladder rack that has an impressive weight capacity of 1,000lbs. The two crossbars have built-in channels which allow many accessories to be mounted.


If you would like to keep your bed cover then your only option is to go with a roof rack instead of a bed-mounted rack. If you have a bare roof with no roof rails, go with Rhino-Rack Vortex Aero Crossbars - Aluminum - Silver - 54" Long # RRVA137S-2, Legs # RRRLKVA, and Fit Kit # DK174; the weight capacity for this system is 165lbs. If you have factory roof rails running parallel to your truck then you can use Thule WingBar Evo Crossbars - Aluminum - Silver - 53" Long - Qty 2 # TH711400 and Evo Raised Rail Feet # TH710401; the weight capacity for this system is 100lbs which is the highest weight capacity available. If you have the factory roof rack / crossbar setup on your roof then you are all set for a kayak carrier.

For a kayak carrier I would go with Rhino-Rack 2 Kayak Carrier w/ Tie-Downs # S512-S512X. This will fit the crossbars mentioned above by simply clamping on. It can safely hold your 2 kayaks and has a weight capacity of 165lbs. Remember to never exceed the weight capacity of your vehicle's roof. I have attached demonstration videos for these products.
