Could this part be used to mound hand held shower wand to the ceiling of a pop up camper or is there a better option.

The # PF276003 Shower connector and bracket you mentioned could be used for that purpose, but the bracket is meant to be attached to a vertical wall surface, not a horizontal surface like a ceiling. We don't offer a bracket specifically designed for a ceiling, but you could use an L-bracket to provide a vertical surface to attach the shower bracket to.
I believe that the # CAM43719 bracket might be a better choice, but that would depend on the design of the hand-held shower head you're using.
