is this for propane tank hose, fine thread female to course thread male to go into dual stage regulator ?

That's exactly correct. The # CAM59953 fitting you referred to will accept a 1/4 inch inverted flare to a 1/4 male NPT coarse thread for attaching a pigtail to a regulator.
