can i use the model TH711320 instead of TH711300? and what length i needed? if ever i got the long crossbar, is it possible to cut?

The correct Thule WingBar Evo Crossbar for a 2012 Chevrolet Cruze is part # TH711300 for silver or part # TH711320 for black. These crossbars are 50" long which is the size Thule recommends using. If you were to try to use a longer crossbar I could not confirm fit and they can also not be cut down.
In order to use the Thule WingBar Evo Crossbars you'll also need the Evo Feet part # TH710501 and Fit Kit part # TH145183.
